Adam draws on his extensive background in federal agency oversight and state executive counseling to advise clients on complex regulatory, environmental, and government-facing matters.
Prior to joining Torridon, Adam served as Senior Advisor within the Immediate Office of the Solicitor at the U.S. Department of the Interior. In this role, he provided strategic legal and policy counsel to Department bureaus to implement key federal agendas, with a primary focus on environmental and historical impact compliance for major federal development projects.
Before his time at the Department of the Interior, Adam was Associate Counsel to Virginia Governor Glenn Youngkin. As a key legal advisor to the Governor, Chief of Staff, and cabinet secretaries, he managed complex state matters, including navigating Virginia Freedom of Information Act inquiries, facilitating the exercise of executive clemency, and reviewing high-stakes agreements on behalf of the Commonwealth. He also served as legal counsel for the Office of Regulatory Management, an innovative national prototype designed for regulatory reduction and administrative streamlining.
Adam began his career as an Assistant Attorney General under Virginia Attorney General Jason Miyares. In this role, he represented vital state agency clients—primarily the Virginia Department of Health and the Virginia Department of Behavioral Health and Developmental Services—in a variety of complex matters and enforcement actions before Virginia state courts and administrative tribunals.
Adam received his law degree from the University of Richmond School of Law. He earned his undergraduate degree from Hampden-Sydney College, where he served as captain of the varsity golf team.
